Secretary General - JA

 

Position Summary                                                                                    

The responsible acts as Chief Administrative Officer that set and drive the wide goals of the university. He / She will be responsible on censorship, directing, and following up on all financial and organizational activities. This will include supervising the administrative and supporting functions including;

1.       Financial Department

2.       Human Resources Department

3.       Administrative Affairs Department

4.       Legal Affairs Department

5.       Procurement and Warehouse Department

6.       General Maintenance Department

 

 

Responsibilities                                                                                           

1.       Determine the general goals of the university and its objectives and strategies for the organizational departments.

2.       Supervise the lower organizational sectors in the structure and forms a work team capable of continuous development.

3.       Participates and direct the team in drawing up the general policy for its activities, planning projects, and developing their executive programs.

4.       Set work plans within the University’s General Secretariat, issues decisions that ensure the achievement of the set goals, and controls the implementation of these decisions.

5.       Achieve the set goals and controlling the implementation of these decisions.

6.       Propose regulations and procedures that regulate the university’s administrative and financial operations and systems and working on their continuous development in a way that achieves transparency, efficiency and effectiveness.

7.       Supervise the preparation of the annual budget of the university and its branches within the strategic vision and in accordance with the rules.

8.       Ensure that financial transactions and procedures are carried out in accordance with the correct financial and accounting rules and the financial system and its regulations.

9.       Ensure that purchases and supplies for the university and its branches are carried out according to established systems.

10.    Analyze the costs, value and risks of the systems agreed upon within the university and presenting development proposals with general supervision of their implementation.

11.    11. Review administrative reports and ensure the complete proof system is in place to avoid potential violations and frauds.

12.    Ensure continuous development throughout the university and develop a plan to achieve goals.

13.    Establish and implement optimal protocols and standards within the university to ensure successful workflow.

14.    Participate in the strategic projects, plans and programs in his field of work.

15.    Ensure the implementation of a system to evaluate the performance of administrative employees efficiently and ensures that officials carry out the performance evaluation process with the aim of renewed motivation.

16.    Evaluate the overall results of the General Secretariat’s activities and efforts, approves them within the limits of his authority, and sets systems that ensure the development and improvement of work methods in a way that raises performance rates.

17.    Hold periodic meetings with presidents and officials, discussing work steps and problems, and working to overcome them.

18.    Coordinates the work of the sectors in the General Secretariat and organizes communications for the benefit of the work.

19.    Participate in recruiting the work team and employees according to the rules and regulations.

20.    Participate in councils and committees or chairs them according to rules and regulations.

Education, Skills, and Abilities Requirements  

1.       Proven working experience as a CIO or similar position.

2.       Solid knowledge of IT systems and infrastructure.

3.       Background in designing/developing IT systems, in addition of and planning and implementation of information and technological projects.

4.       Solid understanding of data analysis, Financial, budgeting and business operations

5.       Superior analytical and problem-solving capabilities.

6.       A strong strategic and business mindset.

7.       Excellent organizational and leadership skills.

8.       Outstanding communication and interpersonal abilities.

9.       BSc/BA in computer science, engineering or relevant field.

10.    MSc/MA is a preference in computer science, engineering or relevant field.

11.    Excellent command of English language.

12.    Previous Experience in implementing ERP systems.
